Averted in the revisit, during which he opts to heavily rely on democracy rather than on the relentless and chaotic commands of anarchy and is a lot more wary of the voices as a whole 
He may also be trying to join Team Plasma, depending on which parts of the lore to believe.
Blind Obedience / Horrible Judge of Character: He's a little too eager to please at times and readily obeyed Team Plasma and the Voices when told to release/kill his Pokémon.
